Role Overview

This role is responsible for managing the full spectrum of HR functions in the Philippines, including recruitment, onboarding and offboarding, payroll administration, employee relations, statutory compliance, performance management, and HR operations. The incumbent will serve as the key HR representative locally and liaise closely with the Singapore HQ to ensure alignment with group policies, manpower planning, cost management, and HR process improvements. The role will also support or lead HRIS (Omni HR) implementation and drive digitalization initiatives, including the use of AI tools to improve HR efficiency and reporting accuracy.

Key Responsibilities

1. HR Operations & Administration

·       Manage day-to-day HR operations including recruitment, onboarding/offboarding, payroll, and employee relations.

·       Develop, review, and implement HR policies, SOPs, and internal HR communications.

·       Maintain accurate employee records and documentation.

2. Recruitment & Talent Management

·       Oversee full-cycle recruitment, including sourcing, interviews, selection, and offer management.

·       Work with department heads on manpower planning and hiring requirements.

·       Improve recruitment processes using data insights and AI tools where applicable.

3. Performance Management (KPI / OKR)

·       Support or lead the implementation of the company’s Performance Management System, including KPI and OKR frameworks.

·       Partner with department heads to establish measurable KPIs/OKRs aligned with business objectives.

·       Coordinate and manage annual and mid-year performance appraisal cycles.

·       Provide performance analytics to HQ to support compensation review and talent planning.

·       Guide managers on goal setting, evaluation standards, and feedback practices.

4. Payroll & Statutory Compliance

·       Oversee payroll processing to ensure accuracy and timeliness.

·       Ensure compliance with Philippine labor laws and statutory bodies including DOLE, SSS, PhilHealth, Pag-IBIG, and BIR.

·       Monitor regulatory updates and advise management on compliance risks.

5. Budgeting & Cost Management

·       Support or prepare annual manpower plans and salary budgets.

·       Monitor headcount, attrition, and payroll costs.

·       Recommend cost optimization measures where appropriate.

6. HRIS & Process Improvement

·       Support or lead HRIS (Omni HR) implementation and data migration.

·       Identify process improvement opportunities and enhance operational efficiency.

·       Utilize AI tools to improve reporting accuracy and workflow automation

7. Reporting & Analytics

·       Prepare regular HR and payroll reports for HQ, including headcount, attrition, and payroll analysis.

·       Provide data-driven insights to support management decisions.

Qualifications

·       Bachelor’s degree in HR, Business Administration, Psychology, or related field.

·       5–8 years of HR operations experience, with at least 3 years in a managerial role.

·       Hands-on experience in payroll processing, including statutory contributions and tax compliance.

·       Strong knowledge of Philippine labor laws and regulatory requirements.

·       Experience in recruitment, performance management (KPI/OKR frameworks), and employee relations.

·       Exposure to manpower planning, budgeting, and cost monitoring is an advantage.

·       Experience in HRIS implementation and data migration preferred.

·       Proficiency in leveraging AI tools to enhance HR processes and reporting.

·       Strong analytical, leadership, communication, and stakeholder management skills.

·       Experience in Commodities / Oil & Gas industry is an advantage.

About the Role

We are seeking an experienced and hands-on Finance Manager to lead the full spectrum of financial management, reporting, compliance, and controls for our Philippines operations within the commodities / oil & gas sector. Based in Valenzuela City and reporting directly to the Group Finance Manager at our Singapore headquarters, this role plays a critical part in ensuring strong financial governance, regulatory compliance, accurate reporting, and effective business partnering in a fast-paced trading and operational environment. The Finance Manager will act as the key finance lead for the Philippines entity while aligning with regional and group finance standards.

Key Responsibilities

·       Lead the monthly, quarterly, and annual financial close process and ensure timely submission of reporting packages to Singapore HQ.

·       Ensure compliance with Philippine Financial Reporting Standards (PFRS), BIR regulations, SEC requirements, and other statutory obligations.

·       Oversee tax filings (VAT, withholding taxes, corporate income tax) and coordinate with external auditors and tax advisors.

·       Maintain strong internal controls, including review of bank, AR/AP, and balance sheet reconciliations.

·       Prepare management reports, variance analysis, and financial insights to support business decisions.

·       Partner with trading, operations, treasury, and risk control on margin analysis, working capital, and cash flow management.

·       Lead budgeting and forecasting processes in coordination with Group Finance.

·       Manage, mentor, and develop the local finance team.

Requirements

• Bachelor’s degree in Accounting, Finance, or related field.
• Certified Public Accountant (CPA)
• Minimum 7–10 years of relevant experience in accounting or finance; with at least 3 years in a supervisory role
• Experience in commodities, oil & gas, energy, or related industries strongly preferred.
• Strong knowledge of:

o   Philippine Financial Reporting Standards (PFRS)

o   BIR tax regulations and local statutory compliance

o   Internal controls and corporate governance frameworks

·       Experience working in a multinational environment and reporting to regional/global HQ is an advantage

·       Good track record dealing with auditors and tax authorities

·       Proficiency in ERP systems.

·       Advanced Microsoft Excel skills; experience with BI tools is a plus.

·       Good competency of AI tools

·       Strong analytical, leadership, and stakeholder management skills.

The Role

Reporting to the Group Finance Manager based in HQ Singapore, you will take full ownership of the Thailand entity’s finance function, playing a hands-on role across the full spectrum of accounting, financial reporting, statutory compliance, and finance operations. You will be the key finance representative on the ground in Thailand, working in a driven and innovative team contributing to the production of new, clean energy sources that are ultimately helping to improve energy efficiency and reduce emissions.

Role Summary

·       Oversee and hands-on manage the full spectrum of Thailand entity accounting and reporting processes, including accounting for the impact of foreign exchange rates, statutory compliance, and elimination of intercompany balances for group consolidation purposes.

·       Personally prepare and take ownership of monthly, quarterly, and annual financial statements and management reports.

·       Work closely and collaboratively with the Group Finance team in Singapore and other corporate finance team members to achieve accurate and timely results.

·       Perform and review foreign currency reasonableness calculations/proofs.

·       Establish, develop, and maintain process and controls documentation for the Thailand entity.

·       Lead the preparation of necessary audit schedules to support the financials and footnote disclosures.

·       Lead analytical reviews of monthly, quarterly, and annual financials, providing insights and commentary to the Group Finance Manager.

·       Work with the Group Finance team in Singapore to align accounting policies and procedures for the Thailand entity.

·       Serve as the primary point of contact for external auditors in Thailand for periodic financial reviews, controls testing and other inquiries.

·       Meet all statutory reporting deadlines on time.

·       Participate in special projects as deemed necessary.

Requirements

·       Bachelor’s degree in Accountancy/ Finance/ Economics.

·       Public accounting experience (Big 4 or regional) preferred; CPA qualification required.

·       8 to 12 years of relevant finance and accounting experience in the Commodity industry, with at least 3 years in a finance management or senior finance role.

·       Strong working knowledge of multi-currency transactions and related impacts on financial statements.

·       Excellent verbal / written communication skills in English; proficiency in Thai is required to communicate effectively with local stakeholders and government authorities.

• Oversee and maintain the Integrated Management System, including document control

• Develop, implement and maintain policies, procedures and documentation for ISO 9001, ISO 13485, ISO 14001 and ISCC

• Perform internal audits

• Lead and support ISO audits and customer audits

Authority & Decision Rights

• Place incoming materials, WIP and finished goods on hold if non-compliant

• Quarantine suspected rejected parts

• Approve Certificate of Conformance (COC) for customer shipment

• Review, revise and improve Work Instructions (WI)

• Sign MRB forms

Training & Competency Development

• Conduct training on WI, Quality systems, procedures and compliance requirements, ensure quality team with adequate quality knowledge to perform inspection job

Continuous Improvement (CI)

• Conduct regular quality meetings to drive continuous improvement

• Lead CAPA initiatives to address non-conformances

• Promote a culture of prevention, risk-based thinking and process improvement

• Review resources periodically to ensure optimal headcount and adequately trained quality personnel aligned with customer and management expectation.

Job Requirements:

• Minimum Certificate/Diploma/Degree in Engineering or related technical field

• Minimum 10 years of relevant working experience in Manufacturing industry, Plastic Injection Molding will be an added advantage

• Strong understanding of QA and QC process

• Able to align quality objectives with company goals and mission
