Procurement Engineer / Procurement Senior Officer

Job Purpose
The Procurement Engineer/ Procurement Senior Officer is responsible for leading procurement and sourcing activities for direct and indirect materials, equipment, and services in support of business operations, projects, and strategic objectives.
This role acts as a senior individual contributor, providing advanced expertise in strategic sourcing, supplier development, cost optimization, commercial negotiation, technical procurement, and cross-functional procurement planning. The position works closely with internal team members and suppliers to ensure the best balance of quality, cost, delivery, technical compliance, and supply continuity.
In addition to executing procurement activities, this role is expected to take a proactive leadership position in driving procurement strategies, improving processes, managing supplier performance, reducing risks, and supporting continuous improvement initiatives across the organization.
Key Responsibilities
Strategic Sourcing & Procurement Leadership
- Lead sourcing and procurement activities for raw materials, components, finished goods, equipment, and services for both operational and project requirements.
- Develop and execute sourcing strategies aligned with business needs, project schedules, cost targets, and supply continuity objectives.
- Identify, evaluate, and select suppliers locally and globally based on commercial, technical, operational, and strategic criteria.
- Serve as a senior procurement point of contact for complex purchasing, sourcing, and supplier-related matters.
- Provide recommendations to management and cross-functional team members on sourcing decisions, procurement risks, and supplier strategies.
Commercial & Technical Evaluation
- Lead quotation analysis, commercial comparisons, and total cost evaluations to support sound procurement decisions.
- Review technical specifications, drawings, scopes of work, and engineering requirements to ensure sourcing solutions meet application and operational needs.
- Work closely with engineering, operations, quality, finance, and project team members to clarify requirements and align procurement decisions with business priorities.
- Evaluate suppliers based on price, quality, technical capability, capacity, lead time, reliability, sustainability, and after-sales service.
Negotiation & Supplier Management
- Lead negotiations with suppliers on pricing, payment terms, delivery schedules, warranties, service levels, and contractual conditions.
- Build and maintain strong supplier relationships to support long-term value creation and supply stability.
- Monitor supplier performance and lead performance review discussions when necessary.
- Drive supplier improvement initiatives and corrective actions to address quality, delivery, cost, or service issues.
- Support supplier development and supplier risk mitigation plans for critical categories or projects.
Project & Operational Procurement
- Oversee purchase order issuance and ensure procurement transactions are executed accurately and in a timely manner.
- Manage procurement activities for critical or high-value items to ensure alignment with project timelines and operational requirements.
- Coordinate with internal stakeholders to forecast demand, prioritize purchases, and reduce supply disruption risks.
- Support product development, engineering changes, localization, cost reduction initiatives, and new project launches through timely and effective sourcing.
Cost Optimization & Continuous Improvement
- Identify and implement cost-saving opportunities through sourcing strategy, supplier negotiation, standardization, specification review, and alternative sourcing.
- Analyze spending patterns, market conditions, and supplier trends to support better procurement planning and decision-making.
- Contribute to the development and improvement of procurement policies, procedures, tools, and performance metrics.
- Lead or support continuous improvement initiatives related to procurement efficiency, supplier performance, working capital, and process effectiveness.
- Promote best practices in procurement, contract management, and supplier engagement across relevant team members.
Governance, Compliance & Risk Management
- Ensure procurement activities comply with company policies, ethical sourcing principles, and applicable legal or regulatory requirements.
- Support contract review and commercial risk assessment for procurement-related agreements.
- Identify supply risks, develop contingency plans, and escalate critical issues appropriately.
- Maintain accurate procurement records, supplier documentation, and reporting as required.
Additional Responsibilities
· Act as a mentor or informal coach for less experienced procurement team members when applicable.
· Support management in special projects, procurement transformation initiatives, and strategic supplier discussions.
· Perform other related duties as assigned.
Qualifications
- Bachelor’s degree in Engineering, Supply Chain Management, Business Administration, or related field.
- Minimum 5–8 years of experience in procurement, strategic sourcing, supply chain, or technical purchasing, preferably in manufacturing, industrial equipment, automation, or machine builder environments.
- Strong experience in supplier sourcing, commercial negotiation, cost analysis, supplier performance management, and procurement process improvement.
- Solid understanding of technical procurement, including the ability to interpret specifications, drawings, and engineering-related requirements.
- Demonstrated ability to manage complex procurement packages, critical suppliers, and cross-functional stakeholder expectations.
- Good understanding of contract terms, commercial conditions, and procurement risk management.
- Strong analytical, negotiation, problem-solving, and decision-making skills
- Strong communication and coordination skills in working with internal team members and external suppliers.
- Ability to work independently, take ownership, and manage multiple priorities in a fast-paced environment.
- Proficient in Microsoft Office and comfortable using AI tools to improve productivity and analysis.
- Good command of written and spoken English for business communication
