Job Description & Requirements

Lead the implementation and post-implementation support of the Manpower Planning & Budgeting System (MPBS) for the organisation.

Support long-term workforce planning, budgeting analytics, and system integration across the institutions within the Manpower Planning team.

Key Responsibilities

System Implementation & Project Management

  • Lead end-to-end implementation of the MPBS under COE guidance

  • Develop and manage project plans, timelines, budgets, and deliverables

  • Coordinate requirements gathering across the institutions and stakeholders

  • Oversee system configuration, customization, and integration with existing HR systems - SAP SuccessFactors

  • Manage vendors, consultants, and internal stakeholders

  • Monitor project progress, risks, issues, and escalations

  • Prepare regular reporting to senior management, sponsors, and steering committees

  • Drive change management, communication, and user training strategy

  • Support post-go-live system maintenance and enhancements

  • Partner stakeholders on data cleaning, harmonization, and system readiness

Manpower Planning & Analytics

  • Support manpower budgeting, forecasting, and workforce planning across the institutions

  • Conduct manpower analytics, simulations, and scenario modelling

  • Partner institutions to define manpower parameters and benchmarking standards

  • Support development of cluster-wide manpower budgeting and forecasting system

Digital & Continuous Improvement

  • Support automation and digitalization initiatives within workforce planning

  • Contribute to system enhancements and process optimization initiatives

Requirements

  • Bachelor’s degree in HR, IT, Analytics, or related discipline plus Anaplan Level 2 Model Builder certification

  • Minimum 5 years’ experience in HR systems implementation and integration

  • Strong understanding of workforce planning and HR budgeting (healthcare experience preferred)

  • Experience with Anaplan /SAP SuccessFactors implementation is an advantage

  • Project Management experience (PMP certification is a plus)

  • Strong analytical, problem-solving, and system thinking capabilities

  • Advanced Excel skills; Power Automate knowledge is a plus

  • Strong stakeholder management, communication, and presentation skills

  • Ability to manage multiple priorities in a fast-paced environment
